Statement of Community Involvement (SCI)

We are consulting on some minor changes to the Statement of Community Involvement in response to the Covid-19 pandemic and social distancing measures.

The Statement of Community Involvement (SCI) is the Council's commitment to consulting the community on planning issues. The SCI describes how the public, businesses and interest groups can get involved in the creation of local planning policy and in making decisions on planning applications.

The preparation of an SCI is a legal requirement and the Council must comply with its SCI once it has been adopted. The current version of the SCI was adopted by Surrey Heath Borough Council's Executive on the 11th July 2017 (see the link for the SCI below).

The current Covid-19 pandemic, and associated government legislation and guidance on social contact means that the way in which some forms of consultation are carried out may need to be more flexible.  Local authorities have been advised by Government to review their SCI’s in order to reflect current Covid 19 issues. 

Consultation

The Council is seeking comments on some minor changes to the Statement of Community Involvement (SCI) in response to the Covid-19 pandemic and social distancing measures.

The Council is therefore proposing to make some amendments to the SCI to: 

  • Include an introductory paragraph setting out that the Council will need to comply with any Government guidance on Covid 19 when carrying out engagement and consultation; 
  • Confirm that the Council will look for innovative ways that ensure that as many people as possible still have the opportunity to be engaged; 
  • Provide some flexibility in the way engagement is carried out where Local Plan Regulations do not prescribe how this should be done; 
  • Recognise that where Local Plan Regulations cannot be met due to Covid 19 guidance then this may mean a delay in plan making.

The draft SCI is available for comment from Friday 26th June until 11.59pm on Friday 24th July 2020.

What happens next?

Following the consultation, all comments made during the previous SCI consultation held in late 2019 and any additional comments received during this targeted consultation, will be taken into consideration prior to formal adoption of the SCI.
