Surrey Heath Borough Council is in the process of preparing a new Local Plan. The Surrey Heath Local Plan will contain new planning policies providing a framework to guide development in the Borough up to 2032, including how much new development will take place, and guidance of the location, scale and type of future development. It will also include detailed development management policies for determining planning applications.

Government policy and guidance is clear that Councils should have up-to-date Local Plans in place, including the number of homes required for the Local Authority Area, over the plan period.

The Issues and Options/Preferred Options draft of the Local Plan is the first stage in the preparation of the Local Plan. It sets out the Council’s preferred approach to addressing the development needs of the Borough, covering housing, employment, retail, infrastructure, Green Belt and countryside, heritage and design and local area policies, along with possible alternative approaches. As the latest version of the Plan is in draft form, feedback on the vision, objectives, sites and policies is important to help shape the final version of the Plan.


This consultation closed at 5:00pm on Monday 30th July 2018.

The Council invited comments about the Issues Options/Preferred Options version of the Surrey Heath Draft Local Plan, 2018 and the Draft Sustainability Appraisal and Strategic Environmental Assessment (SA/SEA) for the Local Plan from Monday 4th June until 5:00pm on Monday 30th July 2018. The consultation was also informed by the Council's extensive evidence base.

Although the consultation has now closed, the Local Plan Issues Options/Preferred Options consultation documents are available to view under the Consultation Documents menu at the bottom of this page both as an online document and in downloadable PDF format. Evidence base documents are accessible on the Council's website, here.

Next Steps

The Council will now consider all representations made during the consultation and will publish a Consultation Statement which will document all of the issues raised and the Council's response to these.

We have begun preparation of the pre-submission version of the Draft Local Plan which, in accordance with the Council's approved Local Development Scheme, will be published by summer 2019.
